Framework to confine Speculative Triggering: Measures partly postponed

Eurex Circular 018/20

1. Introduction

Eurex has decided to postpone the introduction of

  • A. a market data packet classification in the IP protocol layer and 
  • B. discard IP addresses

as announced in Eurex circular 010/20. 

However, measures C. and D., announced in the same circular, will come into effect on 30 March 2020, as planned.

2. Required action

No actions are required.

3. Details

Due to current market circumstances, Eurex decided to postpone those parts of the framework to confine Speculative Triggering that require technical changes on the Member side in order to adapt to the new framework. 

Therefore, the introduction of

  • A. a market data packet classification in the IP protocol layer and
  • B. discard IP addresses

as outlined in Eurex circular 010/20, will be postponed. 

The introduction of

  • C. a limitation of the amount of ethernet frames sent per connection and
  • D. the recalibration of the ESU fee “noMarketData Impact" limits for options

also announced in Eurex circular 010/20, will go through as planned and come into effect on 30 March 2020.

Eurex will communicate a new effective date for parts A. and B. with enough lead time for implementation as soon as market circumstances calm down.
